White rice or mix of rice boiled

Preparation Procedures:
1. Cook onions, celery and garlic in hot oil in a large skillet over medium heat until tender, about 10 minutes.

2. Add flour, salt, sugar and chili powder which have mixed with 1/2 cup of water. Add remaining water and simmer, uncovered, over low heat for 15 minutes.
3. Add tomatoes, vinegar and shrimp. Heat thoroughly.
4. Pack hot rice in buttered 1 quart ring mold. Turn out on a serving plate.
5. Arrange shrimp mixture in center and around edge of rice mold or shrimp mixture can be combined in pot.
