Preparation Procedures:
1. Melt butter in large frying pan. Saute onion and garlic until translucent.
2. Add the beef and cook, breaking up the meat with a fork, until it is brown.
3. Stir in the carrots, tomato paste and all the herbs.
4. Add the wine or broth and season with salt & pepper. Simmer gently for about 30 minutes.

Spoon the meat mixture into a buttered, deep oval baking dish. Spread
the potatoes over the top. Mix together the cheeses and sprinkle over
the top. Variation: Mix together the potatoes and cheeses and spread
over the top.
6. Bake in 375 degree oven for 10 minutes until the top is golden and the cheese is melted (Or brown under broiler).
